“Back in 1998 I was working at Fairchild AFB as an office manager for a contractor who maintained the base military family housing. Agbayani won the new contract at Fairchild. Mr. Agbayani personally came to the jobsite to meet with each and every one of the incumbent employees to see if they were interested in staying on the project with ACC. I knew I could handle the job of Project Manager but there had never been a woman project manager in charge of MFH with the Air Force. Mr. Agbayani had confidence in my abilities and he went to bat for me to the Air Force quality control officers. JOB AVAILABILITY NOTICE

Position: Project Cost Estimator
Salary: $ 152,312.00/ year
Duties:
Prepare detailed project estimates for bid proposals.
Read and evaluate bid solicitations, initial plans and specifications, engineering designs
and architectural blueprints for each project and identify all pertinent requirements.
May attend site visits and walk-throughs with Project Manager and Project Engineers
during pre-proposal and coordination phase to properly assess and evaluate site
conditions, manpower, equipment, material and technical requirements of the solicitation.
Develop and maintain project budgets, including Estimates to Complete (ETC) and
Estimates at Completion (EAC).
Prepare Cost Proposal documents like Schedule of Values (SOVs).
Calculate complete take off for scope of work using computer aided system, estimate
man power, equipment, and material needs for each project.
Prepare written scopes of work for subcontractors; and solicit, evaluate, and qualify bids
from subcontractors, and bids for equipment/material/labor suppliers.
Organize scope of work and cost for subcontracted portion of the project. Prepare and
review the “Basics of Estimate Manual” with Management prior to start of each project.
Review cost reports and labor distribution reports continuously through duration of
construction, and identify work activities that deviate from original estimate.
Assist in the final project closeout process to ensure proper cost information is recorded
including project name, location, bid award, nature of services provided (e.g., new
construction, renovation, maintenance, logistical support, etc.) delivery time; estimated
completion time; technical, material and equipment requirements; change order requests;
sub-contracts by trade, subcontractors, costs, billing cycle, etc.
