Background:

Agbayani Construction Corporation (ACC) is exemplified by Vincent Agbayani’s 20 years experience as a front line worker.  As a front line worker, Vincent Agbayani experienced trials and tribulations in the construction industry as growth was minimal, steady employment was unheard of and premised on economic conditions.  Armed with 20 years experience, Vincent Agbayani started his own company, Agbayani Construction, in 1980.  In 1983, the company incorporated, and became Agbayani Construction Corporation.  Applying the lessons he learned as a front line worker, Vincent Agbayani made ACC into a successful business in the niche market of Tenant Improvement Construction.

ACC developed its core competence in tenant improvement construction by excelling and completing complex construction and renovation projects that require working in structures that are fully occupied.  This requires detailed scheduling and systematic methods that eliminate any interference to facility operations and those who live and work in these facilities.  More importantly, ACC has proven success in these complex projects by adhering to our motto of “Enhancing the lives of the people who work, live, and play in the structures we maintain, build, and remodel.”  This is achieved by always operating within the strictest code of professionalism and ethics in every part of the relationship, with both clients and occupants; and by completing the project requirements and expectations the first time, on time, and within budget.

 

Tenant Improvement Construction

Tenant Improvement Construction includes a variety of general construction activities such as: site construction, underground utilities, hazardous waste removal, steel works, carpentry, HVAC, millwork, concrete, masonry, thermal & moisture protection, doors and windows, architectural finishes, equipment installation, fire protection, furnishings, conveying systems, mechanical, plumbing, and electrical.   More specialized work includes: underwater welding, air balancing, historical restoration, seismic retrofit, fire protection systems, and high tech alarm systems.

 

Awarding Construction Contracts by Grouping Methods  

Tenant improvement (TI) contracts, commonly known as task orders (TO) are grouped into one single contract by agencies or owners.  Awarding a collective group of TI or TO contracts is a common method used to minimize the cost for designing each project, administrative cost, the time for bidding each TI/TO, and expediting the procurement process.    
ACC successfully competes for these types of contracts, by relying on our extensive experience and continually applying lessons learned and constant improvement.  Furthermore, ACC understands how to properly plan and execute the budget for a collective TI/TO project, within the allotted time.  Other types of grouped tenant improvement contracts that ACC does are:

 

Single Award Task Order Contracts (SATOC)

Contract awarded to one contractor for $30 million for 3 years.    Each TI project or task order is negotiated and cannot exceed $2 million; multiple TI/TO’s can be awarded at one time.

 

Multiple Award Task Order Contract (MATOC)

Contract awarded to a select group of pre-qualified contractors who bid against each other for each TI/TO.   Contracts are normally $50 million for 5 years with each TI/TO not to exceed $3 million.

 

Multiple Award Construction Contracts (MACC)

Similar to MATOC these contracts are awarded to a select group of pre-qualified contractors who bid against each other for each TI/TO.   Contracts are normally $50 million for 5 years with each TI/TO not to exceed $3 million.

 

Simplified Acquisition of Base Engineering Requirements (SABER)

Terminology widely used by the US Air Force. SABER is a contract is awarded to one Contractor.  Dollar value of contract is normally $36 Million for 3 years.  The RS Means National Construction Cost establishes cost for TI/TO on a preset price for every construction task.  The contractor’s coefficient factor is established prior to being awarded the contract and is used as a multiplier on top of the Means Pre Establish Construction Prices.  In most cases each TI/TO does not exceed $1.5 million, however numerous TI/TO can be awarded simultaneously.

 

Indefinite Delivery Indefinite Quantity (IDIQ)

Awarded to one contractor, the total dollar amount and time frame of the contract varies between $20-$50 Million and for 3-10 Years.   Cost for TI/TO is established by the contractor’s price for each construction task submitted with the original bid.

 

Job Order Contract (JOC)

Awarded to one contractor, he dollar amount of the contract is normally $1-$3 million with a time frame of 1-3 years.  Each TI/TO is established on a pre-set construction unit price, which is established by Progen, software that establishes prices for every construction task. The contractors’ coefficient factor is established prior to being award the contract and is used as a multiplier on top of the Progen’s pre-price schedule.
